Greg's letter to Gov. Minner regarding the Delaware Psychiatric Center
August 23, 2007 Governor Ruth Ann Minner
Tatnall Building William Penn Street, 2nd Floor Dover, DE 19901
Dear Governor Minner:
Like so many people in our state, I have been following the news stories, testimony to the Delaware Psychiatric Center (DPC) Investigative Committee and actions by the Department of Health and Social Services (DHSS). I have also received the letters and communications that have been sent to legislators and others by Secretary Vincent P. Meconi. I have many concerns about the actions, inactions and backtracking that has taken place by the management of DHSS and DPC.
During all of this my first concern is for the patients and families that are receiving state care. It is clear to me that we can and should be doing better. I am also concerned about the many skilled and dedicated workers within DHSS and DPC, whose work and reputations are being tarnished by the inept and apparently criminal behavior of a few individuals.
Today's article in the News Journal regarding the shredding of documents is only the latest incident in a pattern of apparent mismanagement within the leadership of DHSS.
This latest incident occurred just one day after the start of legislative investigatory hearings into alleged abuse, neglect and intimidation at DPC. Such actions create the perception of deceit and obstruction of justice within DHSS administration. Secretary Meconi has shattered the trust and confidence in his ability to lead this important state agency. Furthermore, this continued pattern of behavior tarnishes the good work that is being done within DHSS and DPC.
Taken as a whole, all these actions, activities and failures are signs of either incompetence or possible corruption. For any agency of state government, neither of these "options" is an acceptable alternative to operate under.
If an incident such as shredding documents at a time like this occurred when the government was investigating a private entity, we - the public, legislators and the executive branch - would be up in arms at the mere perception of a cover up. This should be no different when a public institution is being investigated.
It is time to restore the confidence of the public, employees and legislators in DHSS. In my opinion, the first step toward this end would be a change of leadership at DHSS. Secretary Meconi should resign his position, effective immediately, and new leadership should be brought in to allow for a clear path forward in restoring public confidence in DHSS and the Delaware Psychiatric Center.
Respectfully, Greg
Gregory F. Lavelle State Representative 11th District
