11/9/2007 FOR IMMEDIATE RELEASE November 9, 2007 State Representative Gregory F. Lavelle (R-Sharpley) today announced that he plans to re-introduce legislation repealing the Governor's policy banning yard waste from the Cherry Island Landfill. The yard waste ban - an administrative policy that was to be implemented by DNREC at the beginning of this year - has been delayed until January 24, 2008 as part of an agreement with the Department of Natural Resources that DNREC would come up with a workable and more cost effective solution to yard waste disposal in New Castle County before the new deadline. Frustrated that DNREC has yet to propose a better option for New Castle County residents, Rep. Lavelle said he will re-introduce House Bill 1, which would have repealed the yard waste ban but was stricken when the delay was announced earlier this year. The revived measure will be introduced with a new bill number during the House's prefile next month. According to Rep. Lavelle, "The decision to delay the ban was in direct response to pleas from our constituents who were faced with questions and concerns about what to do with their yard waste if trash haulers were no longer allowed to pick it up during regular service. Many legislators believe it was an ill-advised proposal to begin with and should never have been implemented without a thorough review and understanding by the public. After ten months it appears that we are pretty much right where we started." Rep. Lavelle said, "I wholeheartedly support recycling. But, it is unrealistic to think that an outright ban on yard waste without a common sense and low-cost plan for disposal will do any good except further infuriate and confuse our constituents.
