Lawmakers see the light, even if they prefer not to - News Journal
Opening the budget The age-old argument that the state budget can't be released to the public and Legislature earlier than June 30 because of when DEFAC meets is about to go down the tubes. That's because the Delaware Economic and Financial Advisory Council, prodded by Speaker of the House Bob Gilligan, D-Sherwood Park, voted this week to move its last meeting date from June 21 to June 17. Speaker Gilligan, to his ever-lasting credit, asked that the meeting date be moved so the budget bill can be released by June 22. The original June 21 date for the DEFAC meeting usually meant that legislators and the public didn't see the budget bill until June 29, the day before it traditionally is voted on. Even Rep. Greg Lavelle, R-Sharpley, a constant critic of Democratic antics when it comes to concealing the contents of the budget and the infamous addendum known as the epilogue, had good words for the move: "The important thing is the public and Legislature at least have some time to review it [the budget], get it out in the sunlight." But the legislative Democrats couldn't pull off a good government move without the mandatory whining and moaning, this time from Sen. Nancy Cook, D-Kenton, co-chairwoman of the budget-writing Joint Finance Committee and a member of DEFAC. She said the change in meeting dates for DEFAC is because people have been "running their mouths" about not being able to read the budget. Bingo, senator.
